Sub: Revision of Pay Scales of employees of NVS on the recommendations of Sixth Central Pay Commission
Sir,
I am directed to refer to your O.M. No. F. 20-14/2008-UT-1 dated 3rd October, 2008 and to forward herewith a detailed proposal for revision of pay scales of various categories of employees in NVS on the recommendations of the Sixth Central Pay Commission.
The total financial implications on implementation of revised pay scales would be approximately Rs. 269.71 Crores during the year 2008-09 and Rs. 502.02 Crores during the year 2009-10. A statement indicating break up of additional expenditure required is enclosed. Since NVS is fully funded by the Government and it does not have its own sources of revenue generation, the entire additional expenditure will have to be met by the Government.
It is requested that approval of the Department for revision of pay scales of employees of NVS may kindly be communicated at an early date.

JS(SE), Ministry of HRD has conveyed the decision of Government of India regarding extension of scales of pay of Central Government employees on the recommendations of the Sixth Central Pay Commission to the employees of the autonomous organisations, statutory bodies, etc. The following guidelines are issued for further necessary action by the autonomous organisations:-
1. The orders regarding revision of pay scales of the Central Government employees on the recommendations of Sixth Central Pay Commission, as accepted by the Government, may be extended to the employees of autonomous organisations whose pattern of emoluments structure i.e. pay scales and all other allowances particularly DA, HRA, CCA are identical to those of the Central Govt. employees - subject to the stipulation that conditions of service of employees of those organisations specially those relating to hours of work, payment of OTA, etc., would also be exactly similar to those in Central Government Departments and the revised pay scales as incorporated in Part A (Section I & II) of the First Schedule to the Central Civil Services (Revised pay) Rules, 2008, are adopted.
2. In case of those categories of employees whose pattern of emoluments structure, i.e. pay scales and allowances and conditions of service are not similar to those of the Central Government employees, the proposal will be referred to a separate ‘Group of Officers’ in respect of each autonomous body in the Ministry. The Group would examine the proposals for revision of pay scales, etc., taking into account the views, if any, expressed by the staff representatives of the concerned organisations.
3. The stipulation regarding the pattern of emoluments and terms and conditions of services implies that if any section of employees in the autonomous organisations, etc has been given benefits not available to the Central Government employees, e.g. Personal Promotion Scheme, Career Growth Scheme, Retraining and Redeployment Scheme, rent-free accommodations, free/concessional transport, shift duty allowance, OTA, fixed medical allowance etc., then the proposal for revision of their pay scales will have to be referred to the Group of Officers.
4. In the case of autonomous organisations, which have no source of generating revenue, 90% additional expenditure will be met by the Central Government. If the additional expenditure cannot be met by the organisation, request for funds will be referred to the Administrative Ministry for examination in consultation with the Ministry of Finance, Deptt. Of Expenditure.
5. To facilitate consideration of the proposal for revision and early decision thereon, the proposal may be referred to the Financial Adviser (HRD) through the Administrative Bureau for consideration, and thereafter adopted through Finance Committee or Executive Committee or other appropriate authority.
Proposed revised pay scales for various categories of employees in the NVS have been prepared in accordance with Government decisions on the recommendations of Sixth Pay Commission and are proposed as under:-

** The 6th Central Pay Commission has made recommendations for various grades of Teachers in the Chapter on Common Categories. These recommendations will apply to the Teachers in Navodaya Vidyalayas also. The Commission has also recommended a special allowance of 10% for Military Schools and Oak Grove School on account of special functions that need to be performed by Teachers/other residential staff working in the residential schools. (Para 7.36.93). Teachers and other residential staff in Navodaya Vidyalayas are also similarly placed and the Commission has recommended grant of similar allowance to staff working in Navodaya Vidyalayas also. (Para 7.21.3). Accordingly, a special allowance is recommended for Teachers/other residential staff in all Navodaya Vidyalayas. The allowance will be payable at the rate of 10% of pay band and grade pay as recommended in the case of Military Schools and Oak Grove School.
It may be noted that the revised pay scales proposed are in accordance with Part A of the First Schedule to the CCS(RP) rules 2008 except in the following cases where the pay scales proposed in Part B of the Rules are proposed in view of the functional justification:-
1- Teachers /Principal /Assistant Commissioner
2- Section Officer / Personal Secretary / Assistant Engineer
3- Staff Nurse
4- Catering Assistant
5- Cook
6- Mess Helper
7- Lab Attendant
An exception has to be made in these cases for the following reasons:-
· No corresponding revised pay scales for teachers/ Principals/Assistant Commissioners have been prescribed in Part A of the Rules and these have been included only under common categories of staff in Section I of Part B.
· In case of Mess Staff i.e. Mess Helper, Cook and Catering Assistant, there are no corresponding posts in the Government. The conditions of service of these employees are also different from other employees in as much as they have to perform duties from 5.00AM in the morning till 11.00 in the evening with intermittent rest to arrange for food for the students in Navodaya Vidyalayas. There has been consistent demand from these categories of employees for better pay scales and service conditions and as such it will be appropriate to consider their cases under Section I of Part B of the Rules as proposed for other Government Departments.
· In case of Section Officer, higher grade pay has to be recommended because Section Officers in the NVS are presently in the scale of pay of Rs. 6500-10500/- as against Central Government Departments where the pay scale of Section Officer is Rs. 7500-12000/-. Under the revised pay structure, the pay scales of Assistant/Audit Assistant and Section Officer have been merged into a common scale with common grade pay. Since the Section Officer is a promotional post for Assistant/Audit Assistants higher grade pay will have to be allowed as recommended in Part B of Section I of the Rules. Same analogy applies in case of Personal Secretary and Assistant Engineer also.
Since NVS is fully funded by the Government, it does not have its own sources of revenue generation and as such the entire additional expenditure will have to be met by the Government.
