NOTIFICATION
QUALIFYING DEPARTMENTAL EXAMINATION FOR
PROMOTION TO THE POST OF POST GRADUATE TEACHERS
A Qualifying Departmental
Examination for promotion to the post of PGTs in Vidyalaya Cadre will be held on 20.09.2009 at
the following centre:-

The rules/general conditions for Qualifying
Departmental Examination for promotion to the post of PGTs
in Vidyalaya Cadre are given in Annexure-I.
The detailed scheme of examination
is at Appendix to Annexure-I.
The application form is available at
Annexure-II.
The date and centres
of holding the examination are liable to change and change, if any, would be
intimated to the candidates.
A candidate seeking admission to the
examination must apply in the given proforma in
duplicate to the Deputy Commissioner of the Region concerned where he/she is
working. Before filling in the application form, candidates are requested to go
through the instructions given in the Annexures.
The
complete application form must reach to the Deputy Commissioner of the
concerned Regional Office by 31.08.2009.
Candidates should clearly note that
the Samiti will in no case be responsible for non-receipt of their applications
or any delay in receipt thereof on any account whatsoever. No application received after the prescribed
last date will be entertained under any circumstances and all the late
applications will be summarily rejected.
They should, therefore, ensure that their applications must reach at
proper place on or before prescribed last date.

eligible candidates from their region shall receive the copy of this
notification. They are requested to
scrutinize the eligibility of candidates with reference to Recruitment (Revised)
Rules, 2007 as at Annexure-I. The applications will be retained at Regional
Office. Admit cards will be issued to all eligible candidates by Regional Offices
latest by 05.09.2009. Statement of candidates under their region
who have applied for this Qualifying Departmental Examination for PGT may be
sent to NVS (Hqrs.) in the enclosed proforma at Annexure-III.
This statement must reach NVS (Hqrs.) by 10.09.2009.
Roll No. will be allotted by RO concerned to candidates. Format of Roll No.
will be NVS/TGT2PGT/2009/RO (Concerned)/Category (OBC/GEN/SC/ST)/ Running No.
for example: NVS/TGT2PGT/2009/CR/OBC/0001.
ACR
dossiers of all those applicants who are issued admit cards must be updated
immediately so that the same may be sent to Hqrs. on
short notice.

all Jawahar Navodaya Vidyalayas
– with the directions to ensure that all the candidates appearing from their JNVs shall note the contents of the copy of notification
and obtain their signature as a token of acknowledgement. They are also requested to scrutinize the
eligibility of candidates with reference to Recruitment (Revised) Rules 2007 as
at Annexure-I. It will be their personal responsibility to ensure the
eligibility of candidate appearing from their JNVs
before forwarding the same to the concerned Regional Office. The application should reach to the respective
Regional Offices before 31.08.2009.

ANNEXURE-I
RULES / GENERAL CONDITIONS FOR QUALIFYING
DEPARTMENTAL EXAMINATION FOR PROMOTION TO THE POST OF PGTs
IN NAVODAYA VIDYALAYA SAMITI
Recruitment (Revised) Rules, 2007 for
appointment to the post of PGTs provide for filling
up of the posts by promotion as well as direct recruitment in the scale of pay
of Rs. 9300-34800/- with grade pay of Rs. 4800/- (Revised) in the Navodaya Vidyalaya Samiti as
under:-
- For Commerce and
Economies – 100% by direct recruitment.
- For Hindi &
English – 50% by promotion and 50% by direct recruitment.
- For other subject –
25% by promotion and 75% by direct recruitment.
Promotion to the post of PGTs is to be made from among eligible TGTs
having three years regular service as TGT in NVS with Master Degree in the
concerned subject as on cut off date, subject to qualifying a departmental
examination to be conducted by the Samiti.
The feeder posts as TGTs for promotional posts of PGTs
shall be as under:-

Promotion of TGT
to PGT shall be governed by availability of vacancy in a particular subject irrespective
of seniority as TGT.
-
Promotion of
those TGTs who qualify the test will be considered as
per their inter-se seniority and subject to availability of vacancies under
respective category and subject. The result of the examination can be kept
valid for 2 years and the concerned TGTs who qualify
the examination may not have to re-appear for the examination for next 2 years.

Cut off date of
eligibility is 01.01.2009.
GENERAL
CONDITIONS
(A) All eligible candidates will have to appear in a
written examination conducted by the Samiti.
(B) Since, this is a qualifying examination for promotion,
the number of persons selected on the basis of result of the examination and
performance as reflected in ACRs for promotion to the
posts of PGT as the case may be, will be subject to the number of vacancies in
respective subject, category and grade falling under promotion quota in that
particular year for promotion to the posts of PGTs. Final
selection list will be on seniority cum merit basis. The vacancies of all the
Regions will be considered as a pool of vacancies. No candidate will,
therefore, have any claim for promotion as PGTs on
the basis of his performance in the examination as a matter of right on future
vacancies.
(C) Mere appearance and success in the examination
confers no right for promotion unless the Samiti is satisfied after such
verification, as may be considered necessary about the candidates, having
regard to his/her conduct in service, that he is eligible and suitable in all
respects for promotion to the post of PGT. This is further subject to vigilance
clearance and having minimum bench marks in last 5 years ACRs.
(D) A candidate
who after applying for admission to the examination or after appearing resigns
from his post or otherwise quits the service or severs his connection with the
Samiti or whose services are terminated by the Samiti will not be eligible for promotion
as PGT as the case may be on the basis of result of the examination.
(E) Reservation shall be made for candidates belonging to
SC & ST categories as per Govt. of India orders.
(F) Mere
submission of application will not confer any right to the candidates to appear
for the Qualifying Departmental Examination.
Only such candidates will be allowed to appear for the examination who are found eligible as per eligibility criteria in
accordance with the Recruitment (Revised) Rules, 2007. Decision of the Samiti in this regard shall
be final.
(G) A candidate
who is or has been declared by the Samiti to be guilty of the following will be
summarily rejected.
1)
Obtaining
support for his candidature by any means or
2)
Impersonating,
or
3)
Procuring
impersonation by any person, or
4)
Submitting
fabricated document or documents which have been tampered, or
5)
Making statements
which are incorrect or false or suppressing material information, or
6)
Resorting to any
other irregular or improper means in connection with his/her candidature for
the examination, or
7)
Using unfair
means during the examination, or
8)
Writing irrelevant
matter, including obscene language or pornographic matter in the scripts(s), or
9)
Misbehaving in
any other manner in the examination hall, or
10)
Harassing or
doing bodily harm to the staff employed by the Samiti for the conduct of their examination, or
11)
Violating any of
the instructions issued to candidates along with their Admission certificates,
permitting them to take the examination, or
12)
Attempts to
commit or as the case may be abetting
all or any of the acts specified in the foregoing clause; may, in
addition to rendering himself liable to criminal prosecution, be liable:
a) To be disqualified by the Samiti from the examination
for which he/she is a candidate; and
/ or
b) To be debarred either permanently or for a specified
period:-
i) by the
Samiti from any examination or selection held by them;
ii)
by the Samiti
from any employment under them, and / or
To disciplinary action under
the appropriate rules. Provided that no penalty under this rule shall be
imposed except after:-
i) giving the candidate an
opportunity or making such representation, in writing, as he may wish to make it in that
behalf, and
ii) taking the
representation, if any submitted by the candidate within the period allowed to him, into
consideration.
(H)
Eligible
candidates will be entitled to draw 2nd class rail / ordinary bus
fare through the shortest route from the place of their posting to the centre
of examination for attending the examination as per rule.
(I)
The candidates
will be allowed to write either in Hindi or English.

The examination shall be conducted according to the

1.
(a) A written examination of 200 marks will be
conducted.
(b) The
evaluation of record of service of candidates i.e. ACRs
and Vigilance clearance who obtain minimum qualifying marks in the written
examination as fixed by the Samiti will be carried out.
2. The
syllabus for written examination will be upto senior
secondary level with difficulty level upto
Post-Graduate.
